The Legal Office is a joint office of the University of Applied Sciences Bremen, the University of Applied Sciences Bremerhaven and the University of the Arts Bremen. It is the contact for university members in all legal matters concerning the universities.

Office of Compliance
The German Whistleblower Protection Act, or GWPA, went into effect on July, 2nd 2023, in accordance with the guidelines implemented by the European Union for shielding persons who report violations of EU laws (so-called whistleblower guidelines). This law aims to ensure that people who draw attention to abuses in business and government sectors are protected. By reporting abuses, whistleblowers help in the discovery and prevention of illegalities. Therefore, they should be shielded from reprisals or any other measures that might be taken in retaliation for filing a report (e.g., being denied promotion, receiving a warning, or being dismissed, disciplined, or bullied).
You can turn to the Office of Compliance if you are employed by the University of the Arts Bremen or otherwise connected to it in a professional capacity and would like to report violations.

Violations in the following areas are covered by the German Whistleblower Protection Act (final list under paragraph 2 of the GWPA):
- Criminal law
- Administrative law, provided that laws protecting life, limb, health, or the rights of employees and their representative bodies have been violated
- Money laundering
- Product safety

- Food security
- Animal protections
- Public health
- Consumer law
- Bidding procedures
- Statements made by civil servants that violate their oath to the constitution

Please note that personal misconduct in any way unrelated to the performance of professional duties, as well as pure speculation or hoaxes, are not violations of the whistleblower act. Please ensure that you report only facts that are fully accurate to the best of your knowledge.

You can also submit a report to an external compliance office if your report to an internal compliance office has not been dealt with satisfactorily. Your information will be kept confidential.

What happens when I file a report?
After filing a report, you will receive an official acknowledgement of receipt. The Internal Compliance Office will first investigate to see if there has been a violation of the whistleblower law. Second, the facts as known will be examined for validity. If necessary, you will be asked for further information. The Internal Compliance Office will take further measures, if appropriate, such as conducting an internal investigation, handing it off to the appropriate authority, or closing the case due to lack of evidence. You will receive a report within three months after the official acknowledgement of receipt.
